Bharatiya Janata Party National Spokesperson and Rajya Sabha MP Dr. Sudhanshu Trivedi addressed a press conference at the party’s central office, on Saturday. During the conference, Dr. Trivedi highlighted the financial crisis in Delhi caused by the AAP government’s mismanagement. He emphasized how Delhi’s budget, once in surplus, has now plunged into deficit, with rising debts and increasing reliance on central grants. He conveyed that the BJP will tackle this by focusing on one ‘AAPda’ each day, bringing attention to the various challenges Delhi faces under the AAP government.

 

Dr. Trivedi remarked that the current situation in Delhi has prompted Hon’ble Prime Minister Shri Narendra Modi Ji to acknowledge ‘AAPda’ in the city. Over the past 10 years, the people of Delhi have endured a series of crises. The BJP intends to address this critical issue by highlighting one such crisis each day. Today, the BJP aims to bring the attention of Delhi’s citizens and the nation to the financial crisis affecting the city and the exploitation of its resources.

 

BJP National Spokesperson Dr. Trivedi highlighted that Delhi was once recognized as one of the most financially efficient and prominent states. Known for its strong economy and higher incomes, most facilities in Delhi were managed by the central government. When the AAP government assumed power, Delhi had a surplus budget. However, by 2024-2025 Delhi is moving towards a financial deficit. This alarming development is evident from the Delhi government’s proposal to secure a ₹10,000 crore loan from the National Small Savings Fund (NSSF) for the current fiscal year. This decline did not happen overnight, rather, it is the result of a steady financial downturn over the past decade.

 

Dr. Trivedi explained that in 2015-16, Delhi had a revenue surplus of 1.56%. This meant that income exceeded its expenditure by more than 1.5%, reflecting a strong financial position. However, this surplus started to decline steadily, falling to 0.85% in 2016-17, then to 0.72%. Although there was a brief rise to 0.95%, by 2020-21, it had dropped significantly to 0.19%, and then to 0.3%. This year, the surplus has been observed to be turning negative. These numbers highlight a decade-long downward trend, culminating in Delhi now facing a financial deficit.

 

BJP National Spokesperson Dr. Trivedi remarked that the Delhi government’s recent application for a ₹10,000 crore loan from the NSSF is not an isolated case. In 2016-17, the government took a loan of ₹2,896 crore, and the borrowing has steadily increased over the years. In the past three years, loans totaling ₹11,000 crore were taken, but now, within just one year, a proposal has been made to borrow ₹10,000 crore. The AAP government has set numerous records in draining and emptying Delhi’s treasury.

 

Dr. Trivedi highlighted that the Delhi government’s dependence on grants-in-aid from the central government has grown significantly over the years. In 2014-15, grants-in-aid constituted 0.47% of Delhi’s GDP, but by 2020-21, this figure had surged to 1.54%, marking a more than threefold increase in reliance on central funds. A budget that once operated in surplus has now turned into a deficit. Efficient revenue collection is a key indicator of a government’s performance, but policies like offering additional freebies, such as distributing a second bottle for each bottle, naturally result in declining revenue. This downward trend has continued over time. In 2014-15, Delhi’s revenue was around 5.4% of its GDP, but it has now fallen to 3.9%, well below the national average of 6.27%.

 

BJP National Spokesperson Dr. Trivedi stated that this is a very serious issue, as through financial mismanagement and the exploitation of Delhi’s taxpayers' resources, the AAP government has plunged Delhi into such severe ‘AAPda’. Wherever AAP governs, it leads the state into ‘AAPda’. Punjab, being a full state, is a clear example of this. The investments that were present in Punjab three years ago have drastically reduced. Just today, media reports mentioned that women in Punjab are protesting outside Kejriwal's residence.

 

Dr. Trivedi stated that the people of Delhi need to understand that the AAP government has depleted the treasury. It is clear that when the BJP government comes to power, it will face considerable challenges in refilling the empty treasury. If AAP somehow manages to return to power, the situation would be such that there would be no funds left in any situation.

 

BJP National Spokesperson Dr. Trivedi stated that Arvind Kejriwal claims he wants to give to the poor, but if he wants to provide for free, he should learn from Hon’ble PM Shri Narendra Modi Ji. Kejriwal’s promise of free electricity started with zero bills, making it unclear how much the government was spending and how much was being paid to the companies. The entire scam has now been exposed, as the payments are not coming from the government's account but are being made to private electricity companies. Whereas, Hon’ble Prime Minister Shri Narendra Modi Ji launched the Surya Ghar Muft Bijlee Yojana, allowing anyone to generate electricity for their home by installing solar panels. To date, over 7 lakh homes have installed solar panels, making electricity completely free—without burdening the treasury or the environment, providing clean, free, and permanent energy. Furthermore, if electricity generation increases, the electricity department would purchase excess power from people, meaning free electricity and potential income. The person who claims to be the most educated seems to only know how to loot and empty the treasury. He arrives with an empty mind and should learn to use his brain properly.

 

Dr. Trivedi stated that when the BJP government took power, the first step was forming the Solar Alliance, followed by the construction of solar panels. On January 22, 2024, the same day Shri Ram Lalla’s ‘Pran Pratishtha’ in Ayodhya, Hon’ble PM Shri Narendra Modi Ji launched PM Surya Ghar Muft Bijlee Yojana. This is how development is carried out, offering free services to the public with both success and financial management. The people of Delhi and the nation should reflect on what happens when new political approaches are implemented.

Dr. Sudhanshu Trivedi conveyed that the above Doha means that short-term adversity is beneficial because it helps reveal what is good and what is bad. However, the ‘AAPda’ in Delhi has lasted for over 10 years. Now, the people must awaken and take action to free Delhi from those who have looted its resources. The BJP is confident that it will play an active role in resolving this ‘AAPda’. In this context, tomorrow, the public will be informed about another aspect of Delhi’s ‘AAPda’.
