chief's report at Indore meeting
I
am happy to submit this brief report on the Nagaland Assembly Election?2003
in my maiden National Executive meeting of the Bharatiya Janata Party,
at Indore 4?5 April, 2003.
Total
Nos. of Assembly Seats
The
House of Nagaland Assembly has a strength of 60 seats, which is as follows
in district wise:
1
Dimapur-District - 5 Assembly Seats
2. Kohima District - 8 ( Assembly Seats
3. Phek District - 5 Assembly Seats
4. Mokokchung has a strength- 10 Assembly Seats
5. Zunheboto District - 7 Assembly Seats
6. Wokha District - 4 Assembly Seats
7. Moll District - 10 Assembly Scats
8 Tuensang District - 11 Assembly Scats
Total 60 Assembly Constituencies
Fielding
of Candidates
The
party state unit fielded 38 Nos. of candidates. One candidate was made
to retire at the request of our major alliance partner in 22 Arkakong
A/c.
A-Category
:
There
were about 10?12 seats in 'A' category which was considered as winnable
seats.
In
the rest of the constituencies there were friendly contests with our alliance
parties. The prime target was to cut the votes of the ruling Congress
(1) and to ensure the victory of the B.J.P. and other alliance candidates.
Prepoll
Alliance / Arrangements :
Prepoll
alliance and arrangements was reached between the B.J.P., Nagaland People
Front (NPF), Janata Dal (U), Samata Party under the common platform the
Democratic Alliance of Nagaland.
However,
after the elections Post?Poll alliance took place involving B.J.P., N.P.F.,
JD (U), S.P. and N.D.M. (Nationalist Democratic Movement) and other independent
group.
Elected
Members
Altogether
Seven (7) Legislators were elected for the first time in Nagaland with
B.J.P. tickets.
1.
Dr. Hokishe Sema :
Former
C.M. & Governor was elected from the I?Dimapur?I Assembly Constituency.
He is the leader of the party in the Assembly. He is elected the Chairman,
Coordination Committee of the Democratic Alliance of Nagaland by the Legislators.
He is representing the constituency to the Assembly for the 4th time.
2.
Dr. T. M. Lotha :
Minister
of Home was elected from 38 Wokha Town Assembly constituency. He is the
Deputy Leader of the party in the Assembly. He got elected for the second
time in the same constituency in Wokha District..
3.
Shri Tiameren Ao:
Minister
of Power. He was elected for the 4th time from 30 Alongtaki Assembly Constituency
of Mokokchung District.
4.
Shri Lakiumong:
Minister
of Mech. Engg & Art & Culture. He was elected from 54 Tuensang
Sadar?II for the 4th time in Tuensang District.
5.
Shri M.C. Konyak:
Minister
of Irrigation & Flood Control. He was Asstt. Director in the Department
of Industries before he resigned and joined Politics. He was elected from
the 42 Wakching Assembly Constituency under Mon District.
6.
Shri Imtilemba Sangtam:
Minister
of Cooperations & Statistics & Evaluations. He was Joint Director
in the Directorate of Employment before he resigned to join politics.
He was elected from 50 Longkhirn ? Chare Assembly constituency under Tuensang
District.
7.
Shri T. Torechu, M.L.A.:
He
was elected from 60 Kiphire ? Pungro Assembly constituency under Tuensang
District. He had contested three (3) times before he got elected this
time.

Factors
those favoured the BJP/Allies
There
are different factors which had favoured the B.J.P. and the alliance parties
in the election.
1.
Peaceful atmospheres :
The
declaration of Cease?fire between the Govt. of India and the various Naga
National workres had ushered in peace in the state after prolong period
of violence in the state.
After many years people could come out openly and freely exercise their
franschise.
2.
Indo-Naga talks :
The
people of the state had seen the matured leadership of the Union Govt.
of India. The sincere efforts of the Union Govt. in the Indo?Naga talks
had won the confidence and support of the people.
3.
People wanted a change of Government:
The
general mood and opinion of the people was for a change of the ruling
corrupted Govt.
4.
Discarding cheap propagandas
The
general voters discarded the cheap propagandas of the ruling Congress
which had time and again branded B.J.P. as anti minorities or anti?Christians.
5.
Hectic Campaigns by Union Ministers/Central leaders
Galaxy
of Union Ministers and Central leaders led by the Hon'ble National President
touring the entire state had fascinated the people and had won their confidence
and supports.
6.
Dynamic leaderships of N.E. Head Office
The
N.E. B.J.P. Head Office had coordinated and managed the whole election
process. Extensive Tour programmes were excellently coordinated by the
N.E. Incharges, especially Mananiya Shri. Pyarelal Khandelwal Ji, National
Vice President and In-charge of Elections and Mananiya Shri. V. Satishji,
N.E. (Org.) In-charge. They had worked round the clock with selfless efforts
and dedications. They had provided all necessary guidance and assistance
to the state leaders and the workers through out the elections period.
