BJP Demands White Paper On The Entire Ramifications of India China Relationship In the last few months Chinese incursions on the border with India has shown a very disturbing an ominous rise. As per reliable information the incursions in year 2008 was 233 and 76 in the last three months. This has included not only the violation of Line of Actual Control (LAC) but, uncalled for entry much inside India’s territory by its forces as also by helicopter on many occasions. While this is happening it is indeed distressing to note that those who are supposed to manage our foreign policy are more engaged in the competitive politics of simplicity, the deplorable depiction of cattle class, which we condemn ought-right and the dialogue on Twitter. The nature of Chinese incursion is not only confined to Laddakh or areas in the North-East particularly Arunachal Pradesh but, it is also now happening near about Sikkim. This is particularly disturbing because during the NDA regime China has formally acknowledged Sikikim as a part of India. It is indeed shocking and curious that the Government of India is deliberately ignoring it and the External Affairs Minister has publicly downplayed it in spite of the fact that there is a particular design intention and object behind the aggressive posture of China as would be evident from the following: i) The Chinese Ambassador has been frequently declaring Arunachal as a disputed territory, which is restated by Chinese leaders from time to time. ii) China particularly claims Tawang in Arunachal Pradesh on the ground that the sixth Dalai Lama was born there and at the same time strongly protests the visit of the present Dalai Lama to Arunachal Pradesh. The BJP fully supports his visit. iii) China always protests whenever any senior Indian political leaders like the Prime Minister or even the President visit that State. iv) Now, there is a conscious and deliberate design to internationalise the alleged dispute of Arunachal, which is evident from the fact that China succeeded in preventing through disclosure agreement, the Asian Development Bank from acknowledging Arunachal Pradesh as a part of India. This in spite of the fact that it was agreed during the last visit of the Chinese Prime Minister that every issue would be resolved bilaterally. Even traditional Indian friends like Japan voted against India’s interest. v) Many rounds of dialogue structured or, otherwise has not produced any results. vi) There is increased frequency of border incursions both by China and Pakistan in and around the same time which shows a disturbing team work against India. vii) Recently, there was an article by a Chinese think tank that for the strategic security of China India needs to be dismembered into 20 separate countries. There was no categorical denial from the Chinese establishment. viii) Reports constantly appear of Chinese support to extremist groups particularly ULFA The cumulative signal is indeed ominous and disturbing and yet the whole attitude of the Government is one of callous negligence. Why there is deliberate attempt to downplay it? What is the current nature of relationship? Why this drift and confusion? Is the Government finding itself not capable of handling this drift? In the context of the bitter experience of 1962 the country is entitled to know and be assured. The BJP supports the dialogue and also attempts for normalisation of relationship but, this should not be done by deliberately ignoring ground realities, recurring threats and by compromising India’s sovereignty and territorial integrity. Demands Accordingly the BJP demands that the Government of India should immediately bring a White Paper on the entire ramifications of Indo-China relationship including the improvement and the strengthening of the infrastructure of our preparedness at the borders. It needs to be recalled today that because of the initiative of Shri Atal Bihari Vajpayee the then Government of India was constrained to bring a White Paper in the wake of our humiliating defeat and military unpreparedness during the 1962 war. The BJP further demands that the country must be taken into confidence about the nature of threat and how the Government perceives it and what remedial measures it is undertaking for the security of the country, which is too important to be ignored in the uncalled for politics of simplicity and Twitting.
